Within the framework of the 13th session of the World Urban Forum (WUF13), organized by UN-Habitat in Baku, an agreement was signed between Baku White City and PASHA Real Estate for the joint development of a number of assets within the Waterfront Quarter.
The agreement was signed by Ozgur Geter, CEO of PASHA Real Estate, and Ruslan Sadikhov, Executive Director of the Baku White City project.
The Waterfront Quarter is bordered by 8 November Avenue to the north and the White City Boulevard to the south.
Based on a comprehensive sustainability-driven approach, the Waterfront Quarter envisions a balanced mix of residential, commercial and public spaces, with a strong emphasis on creating a qualitatively new urban environment. The newly launched scope of works focuses on enhancing connectivity, movement efficiency and the quality of public spaces along the waterfront — one of the project’s most visible and strategically significant edges. The project also includes the creation of a number of unique city-scale destinations for work, leisure and commercial activity, as well as the extension of Baku Boulevard by 10 kilometres.
The agreement covers joint development of White City Mall, a large public parking facility, a civic events plaza, landmark residential and office buildings, hotels, a congress hall and a museum.
The planned high-rise buildings and the new Marina yacht pier will shape a distinctive waterfront skyline for the capital and create new opportunities for the development of Baku Bay.
The Waterfront Quarter will also feature metro station entrances positioned for maximum pedestrian convenience.
Leading international consultancy and architectural bureaus, including Atkins, Foster + Partners, Gensler, UNStudio, Chapman Taylor and others, have been engaged in the development of the Coastal Quarter.

The area, formerly known as the industrial district of Black City — a century-old concentration of oil refineries, storage facilities and degraded land — is now being reimagined through a large-scale regeneration programme implemented in accordance with the Presidential Decree on improving of environmental conditions in Azerbaijan. Rooted in a strong sustainability agenda, the project is transforming one of the world’s largest contaminated industrial zones into a cohesive and carefully planned urban district designed to deliver high quality of life, attract investment and create long-term economic opportunities.
